The survey which the author examined, confirmed the following facts : [Ⅰ] As the origins of home-help service by the time of the enactment of the Welfare Law for the Aged from perspectives : first, Time of creating drafts and starting examines in the private sector ; second, Time of establishing systems in public administrations ; third, Time of starting placement and dispatch of helpers by public administration. [Ⅱ] As the establishment of home-help service in Japan after the enactment of the Welfare Law for the Aged : ① Living aspects (Around 1970s), ② Functional aspects (1964-1969), ③ Organizational aspects (After the 1970s).
